lpq -Pmitprint should maybe show the Pharos queue for users who are doing it wrong

In the Pharos world, in a large campus, you're not supposed to care about the state of the remote queue. But the terrible state of printing for the past few years has trained users that if their job doesn't show up in lpq output, it never got submitted. We may want to consider doing something about this.
