cron job to ensure auto-update doesn't get wedged

Description
Geoff and I discussed this this morning. We should have a cron job run every 4 hours and stat /var/run/athena-nologin. If it exists and is > 4 hours old, reboot, because auto-update is wedged. It's possible the issues we saw on w20-575-{2..5} were isolated, but since auto-update is our only recovery hook, we should make sure it doesn't get wedged.
