Bump PXE server to Precise pending HW support

Description

At some point, Dell will likely come out with new hardware. It may or may not work with Natty. We should consider bumping the PXE server stage1 kernel to Precise, pending confirmation of hardware support.

People should test this. Hold down "Shift" after choosing the Debathena PXE entry, and at the boot prompt, type "testing"

This got me to the precise installer just fine in VMware Fusion. However, attempting to install raring (using the beta installer) fails to find kernel modules once it gets into the upstream installer proper. This may be unrelated, I will check.

The "testing" installer has repeatedly succeeded to install precise cluster and precise workstation, so I'm going to declare that good enough for regression testing. But we're not going to push this until after finals. Setting "proposed" so it appears on my radar.

Despite setting this to proposed, I forgot about it all summer. Fortunately, the march of progress ensures that even the default precise kernel is now useless. I have asked network to bump it to the 12.04.3 kernel. The 'testing' label still gets you 12.04.0.

This is in place. I'm keeping the "testing" label at 12.04.0, under the assumption that anyone who uses it knows what they're doing.
