Raring build.

We need to build for raring. This entails:

• Updating machtype's rules file, building it, and releasing to -dev before we do anything stupid.
• Ideally waiting for the libathdir rebuild.
• The usual build process

machtype done in debathena-machtype 10.2 (committed)

Built and in production, along with gconfd-2-wrapper 10.0.2 from the future.

And now we get to test.

Nothing exploded, and even -workstation installs. Raring releases tomorrow, so I'm kicking off a final build without the pre-release tag.
