Migrate athinfo from autoconf to distutils

Description
Patch attached. It also replaces cdbs with debhelper 7.
The main issue here is that lucid does not have dh_python2, so we are forced to use the deprecated python-support way. Once lucid is dead, we may change to the proper tool (--with python2).
