Move config-package-dev upstream repo to Github

Description

The c-p-d upstream repo should live somewhere that people can trivially submit pull requests against it. Right now, it lives in AFS, uses Trac for its source browsing and ticket tracking. Github is the best choice for something like this, and we can even use Github's issue tracking. It has been suggested that this could live in the /sipb organization, but it could also live in its own organization. We could also mirror Github back to something local (the opposite of what Debathena does) for redundancy.

This is orthogonal to our snapshot of c-p-d in the Debathena repos, which should continue to just be a snapshot, until/unless we want local patches.

Bonus: we also have Travis-CI running autopkgtest via  http://travis.debian.net

I'm not concerned about mirroring, since I at least have a copy of the git repo on two of my machines (my day-to-day one and my trusted one for Debian uploads).
