mitmail* really want to be a single package

Description

There's an unbelievable amount of overhead in having each of the mitmail* utilities be in their own svn directory/package/etc.

They should all be rolled into a single mitmailutils package that replaces each of the mitmail* packages.

Done, in r23705 and r23706.

Since this is a major change to packaging, I'm going to start this in -development. Changes while it's in -development are not guaranteed to result in consistently increasing version numbers.

I'm going to keep the new package in -development through the weekend, so hopefully people will have a chance to look over the packaginc. After that, I'll move it into -proposed for a few days.
