Make Trac the endpoint for bugs@mit.edu

Description
bugs@… should feed directly into Trac for the Fall.
There may still be some straggler Athena 9 bugs, but these will likely end up as WONTFIX.
If need be, we can create an "athena 9" component for these.

debathena-support@ is nonpublic; it's a nice thing about bugs@ that it is publicly archived in discuss.
bugs@ seems to have worked fine as is for the last term. (It, uh, also got answers more reliably than debathena-support@ did.)
Note: See
TracTickets for help on using
tickets.
In discussion with geofft, it seems that bugs@ seems to be getting less mail about actual bugs, and more mail that's really support.
What do people think about instead back-ending bugs@ into debathena-support@? (i.e. the RT queue)
