Trac e-mail is entirely too noisy

Description
Nobody will read this e-mail because we've all tuned them out. That's a problem.

I disagree. I prefer to have discussion on Trac tickets, because it makes a better record than discuss (and would continue to make a better record than discuss, even if we fixed the fact that our discuss setup is horribly broken).
I think what you really want is to send mail any time there's a comment, but not if the change is purely metadata.

I don't really get the sense that we're ignore e-mails from Trac; I think we're sometimes ignoring the problems contained in those e-mails, but changing how we're notified won't fix that.

Sorry I didn't get around to commenting earlier. I strongly agree with Evan.
Though I do skim the zephyrs, they only offer a teaser about the initial issue,
and offer no real content for updates. The e-mails are how I actually follow
what's going on, and I suspect several other people do as well.
I also think we have a bunch of evidence from other SIPB projects (like Scripts)
that many maintainers/developers are bad about handling requests in their
ticket queues if they actually have to visit the ticketing system's web interface,
and have a much higher hit rate for handling issues where every piece of
correspondence lands in their inbox.
I do agree that we probably don't need mail for metadata-only changes, though
if we punt that mail, we should probably get the zephyrbot to say what changed.
Relatedly, I think we really should get the zephyrbot to provide at least a
teaser about updates as well (and maybe this is some of what Anders was working
on earlier), but even if we did, I'd still want the full details in mail.

I also like getting the email. (I'm amused that after a few days offline "Nobody will read this e-mail..." is one of the first things I read.) The metadata updates are puntable but a regular feed of the commentary is really, really useful.
Would splitting the trac mail to debathena-trac@… (to be opted into as one wishes) make everyone happy?
I think it should notify debathena@ on new tickets, and probably on moves to -proposed, but for everything else, we should just use the ticket's CC field.
I think it should continue to zephyr on all ticket updates, because presumably those are easy to punt.
