Notification-area applet for locker quota

Description

Someone should write a notification-area applet to monitor quota usage in your Athena locker. It could be something simple like a color-change indicator (green normally, yellow if you're above 90%, red if you're above 95%). Clicking on the icon should also pop-up a dialog with your current quota usage.

I have a first-order approximation of this at /mit/jdreed/Public/afsquota.py. It needs some more cleanup, and has only been tested on Jaunty.
