/usr/share/recovery-mode/options/netroot is useless on cluster machines

Description

As usual, Ubuntu doesn't believe in the existence of networks with registration pages or anything like that, so this option just runs dhclient and calls it good enough. We should consider diverting it on -cluster to actually start networking the normal way.

In an Upstart world, there is no difference between root and netroot.
