bugme should run on kiosk session

Description
I saw some middle school kid playing flash games for well over 10 minutes in the building 11 quickstation today.
Possibly bugme here should actualy be fatal, since you basically have no state on a kiosk session.

Attached is a patch which terminates sessions after 1.5× the "time limit" (currently 10 minutes).
This only occurs on quickstations; non-quickstations will not run bugme.

This is the second report we've had of kiosk mode being abused, and I suspect there's a lot that goes unreported, so I'd be in favor of this. I'd argue that timeout can even be 5 minutes or so.
Someone remind me what the outcome was of only whitelisting specific URLs? That the extension didn't work reliably, or what? I'd also be ok with a whitelist (possibly one that was updated out of AFS at the beginning of each kiosk session).
