Stop honoring LPROPT in the wrappers

Description

LPRng queues will be officially dead soon, and we've stopped setting LPROPT in the dotfiles (#794). Since LPROPT is now officially wrong(tm), the wrappers should not honor it. If it's set, they should ignore it and whine on STDERR.
