No job control for rescue /bin/sh in PXE installer

Description

You can't hit Ctrl-C, use anna-install, etc. from the "4: /bin/sh (for rescue purposes)" shell. You can if you switch to VT 2 or 3 and start a shell from there. We should either fix this, or have option 4 just chvt 2 and call it done.
