Description
People might want to have regular updates taken automatically but control when reboots happen. We could move the SKIP_REBOOT check after the check for /var/run/reboot-required and send mail in this case.

It came up in the context of someone considering running auto-update on a dialup; the maintainer would want to know that a package had requested a reboot but would not be logged in at a graphical head to get a popup notification. Such a maintainer might not want to allow for automatic reboots for any number of reasons, I suppose.
Anyway, the answer may well be "don't do that", but I wanted to see what other people think.

By "dialup" I assume you mean "private workstation configured for remote access (or as some other sort of server)"
I'm curious what the use case is here. reboots won't happen if someone is logged in (or even if they have a screen session).
