add should tell you if the locker isn't available

Add should do some sanity checking with AFS. Right now, you can add a locker on a fileserver that is down, and the command appears to succeed, but any commands will merely say "command-not-found". Like the libc5 issue, this is confusing, but unlike it, we can actually fix this.
