Don't let auto-update use more CPU than the minimum it can get away with

Description

A professor has complained that the Athena terminal in his lecture hall sometimes spontaneously spins the fan up during lecture; this is presumably auto-update, which can get CPU-intensive. There should be ways to prevent auto-update from doing this.  cpulimit is a bit of a brute-force way of doing this; UPower's  latency control interace should be a much more elegant one.

It occurs to me that this could also merely be the short jet-engine sound that occurs at reboot, and in fact auto-update is not the primary cause.
