Description

There are concerns that athena.dialup may not be taking updates as often as our users might prefer (e.g., an OpenAFS update from August 2011 apparently still hasn't been applied).

Furthermore, #1180 and #1181 are not solvable, because jweiss has
already told us that the best Ops can do is best-effort.

"Best effort" is (sorta) a policy. If somebody feels like this requires further discussion/advocacy with Ops, or that this is a sufficiently bad answer to require aborting the transition, feel free to comment, but I'm resolving this ticket.
