Stop debathenifying bash and tcsh because no one uses double-tilde

Description
I assert that no one uses the double-tilde notation anymore for lockers, and with the advent of the automounter it's no longer useful.
We should discuss this at release-team, but I bet we can punt it.

We approved this at release-team on Friday, and I don't think anybody at all has ever objected to doing this.
debathena-bash and debathena-tcsh were previous recommended in debathena-locker, debathena-standard, debathena-dotfiles, and debathena-xsession. I've punted those recommendations in r24175, and uploaded that to proposed.
I've also punted the debathenification scripts for bash and tcsh from the svn repository (r24176), and stopped the autodebathenificator from debathenifying new versions of bash or tcsh.
Once the 4 packages above are migrated into production, I'll punt the debathenified bash and tcsh packages from the archive.
